1. According to the joint decision (No. 24, July 9, 2024) by the “Educational Projects Center” and the Ministry of Higher Education, Sciences and Innovations, the implementation of the “Registrar's Office” in higher education institutions has been mandated. This decision aligns with the directives issued during President Sh. Mirziyoyev’s meeting on priority higher education reforms held on May 6, 2024.
2. The activities of dean's offices were discontinued by the decision of the Supervisory Board of the Uzbekistan State University of Physical Education and Sport in January 2024. This measure aimed to reduce paperwork, digitize processes, and significantly cut bureaucracy and corruption for both faculty and students. The responsibilities of the dean's offices were reassigned to specialized departments, the newly established “Student Affairs Department”, and the department of “Organizing and Managing the Credit-Based Educational System”.
3. Based on these departments, the Registrar Office department was established by the decision of the Supervisory Board meeting on August 3, 2024, to ensure the implementation of Joint Order No. 24 (dated July 9, 2024) issued by the Educational Projects Center and the Ministry of Higher Education, Sciences and Innovation. This initiative aims to enhance personnel capacity and advance scientific research in the field of physical education and sports.
4. Currently, the Registrar Office department includes two operational departments: the “Student Affairs Department” and the “Managing the Credit-Based Educational system department”.
General rules
1. The Office Registrar Services department (hereinafter referred to as the "Office") is a structural unit of the university responsible for organizing academic activities based on the credit-module system of education, developing and improving curricula and course programs, ensuring transparency and openness in the educational process, introducing international standards into the education system, preventing bureaucratic obstacles, generating analytical data, optimizing decision-making processes, addressing students’ academic inquiries, and providing high-quality and adequate services. The Office operates by studying the experiences of universities in advanced foreign countries.
2. The Office carries out its activities in accordance with the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan “On Education”, decrees, resolutions, and orders of the President of the Republic of Uzbekistan, resolutions of the Cabinet of Ministers of the Republic of Uzbekistan, decisions of the Board of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan, decisions of the Supervisory Council of the Ministry of Sports of the Republic of Uzbekistan, the Charter of the Uzbekistan State University of Physical Education and Sports (USUPES), decisions of the University Council, orders of the university rector, and this Regulation.
3. The Office of Registrar Services is an independent structural unit that reports directly to the rector of the university.
