On February 10, 2021, the Decree of the President №-6166 of the Republic of Uzbekistan "On additional measures to strengthen the personal responsibility of leaders of state administration bodies and local executive authorities in the effective organization of the implementation of legislative documents" was issued. Based on this decree, the necessary infrastructure of executive bodies was created, as well as in the office activities. As a result of the measures taken, positive results were achieved in the use of business documents, and certain intellectual and technological potentials were developed. At the same time, the results of analysis and studies show that there is some need for modern information and communication technologies in the office and business document management, improve the material and technical base of the office system in each organization, consolidate office documents, and apply modern mechanisms for their use.
Today, the organization of office activities and the functioning of the office are of significant importance in all organizations of the country, including higher education institutions. Specifically, special attention is given to these works at the Uzbekistan state university of physical education and Sports, achieving high efficiency in this area. Since the university's establishment on October 27, 1955, the office department has also started its activities. After the country gained independence, a number of reforms were implemented in the executive system. In particular, office documents began to be maintained in the Uzbek language, and the rights and duties of the sector were protected by law. Many dedicated staff members have contributed to the development of this area. Specifically, from 2005-2015, Farida Nizamitdinova, from 2015-2024, Kamola Qurbonova, and from 2024 to the present, Sukhrob Soibnazarov have been actively working in this department and contributing to the university’s development.
The office operates based on the Constitution of the Republic of Uzbekistan, the laws of the Republic of Uzbekistan, the decisions of the chambers of the Oliy Majlis, decrees, decisions, and orders of the President of the Republic of Uzbekistan, decisions of the Cabinet of Ministers of the Republic of Uzbekistan, the Ministry of Sports of the Republic of Uzbekistan, and the decisions of the Board of the Ministry of Higher Education, Science, and Innovation of the Republic of Uzbekistan, as well as in accordance with the university's regulations, rector's orders, and the current guidelines on business document management.
The activities of the office are directly related to the university's development. The office ensures the processing of applications from physical and legal entities of the university in the "Edo.ijro.uz" interdepartmental electronic system for execution discipline, collaborates with the monitoring and control department, ensures the monitoring of execution discipline at the university, prepares reports, analyzes and summarizes the results, and provides information to the leadership.
The office staff members, implementing the internal and external execution system at the Uzbekistan state university of physical education and sports, are indeed one of the cornerstones of the university, contributing to its glorious history and great victories. The office organizes archival work in accordance with approved normative and legal documents. It ensures the receipt, registration, accounting, distribution, and dispatching of incoming and outgoing documents, organizes the business process using modern technical means and information technologies, supervises business document management in the university's structural units, provides methodological and practical assistance, formalizes rector's orders regarding the university’s main activities, and delivers orders to the responsible performers and university staff. The office also organizes the distribution of orders related to student activities and maintains records of the official documents.
The office also tracks, registers, and organizes the correct execution of orders and documents from the university's leaders, department heads, and chairpersons. They ensure the timely processing and sending of documents, including orders, decrees, and decisions in the state language, as well as continuously improving the coordination of the department’s work. The main responsibilities of the office manager include monitoring the timely execution of orders, distributing tasks to employees, and ensuring the implementation of specific instructions.
A series of measures and reforms are being carried out at our university to improve the use of business documents and execution systems. The office coordinates activities, distributes tasks among employees, and monitors the implementation of the rector’s orders, ensuring that they are followed. The office ensures the correct registration of information received from the President’s office, the Cabinet of Ministers, the Oliy Majlis, and ministries, as well as sending responses from the university to higher organizations, ensuring document storage and control, and creating and sorting the document nomenclature.
In summary, the office provides the correct Organization of proceedings in the constituent parts of the University, familiarization of university employees according to the Rector's order with the laws of the Republic of Uzbekistan, documents of the Supreme Assembly of the Republic, Presidential decrees, decisions and orders of the Cabinet of Ministers, documents from the presidential office and Republican Ministries, Departments and organizations, , together with the staff of the university, it continues to work continuously.
