About the Anti-corruption management system of “Compliance control”

The department operates in accordance with the Constitution and laws of the Republic of Uzbekistan, resolutions of the “Oliy Majlis” of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan.

 The anti-corruption management system of “Compliance control” is a structural unit of the university.  The department is responsible for the management of complex control and anti-corruption activities at the university. It reports directly to the rector of the higher education institution and reports to the compliance control and anti-corruption departments of the Ministry of Tourism and Sports of the Republic of Uzbekistan and the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.

The department operates in cooperation with other departments of the university.

The organization of the activities of department

The department carries out its activities in accordance with the relevant legislation, orders of relevant ministries and departments, decisions of the Board and the work plan of the department.

Decisions of the Board of the higher education institution, rector's orders and tender documents are agreed with the department.

The work plan of the department is an integral part of the work plan of the University and is approved by the rector of the university.

The tasks of department

The following are the main tasks of the department:

- at the university - prevention and combating corruption offenses;

- ensuring the implementation of measures aimed at implementing the project “Sector without corruption”;

- Introduction and implementation of the anti-corruption system “Compliance control”;

- Identification of areas with high corruption risks and the causes and conditions of corruption offenses;

- Provide information on systemic problems that lead to corruption and make appropriate proposals to address them;

- Ensuring the implementation of programs aimed at eliminating the causes and conditions of corruption offenses and increasing the effectiveness of anti-corruption measures;

- Coordination of public control aimed at combating corruption, as well as anti-corruption monitoring on the basis of modern methods and information and communication technologies;

- Organization of sociological, scientific and other research and development of proposals on the state, trends and causes of corruption at the university and the effectiveness of anti-corruption measures.

The functions of department

The department performs the following functions to perform the tasks assigned to it:

- Supervises the observance of anti-corruption laws and regulations at the university, as well as the decisions of the Board of the Ministry and the orders of the rector of the university;

- develops measures and action plans for the prevention of corruption offenses, ensures their full, high-quality and timely implementation, studies the status of implementation of the established measures, prepares information on the results;

- Implements the project “Sector without corruption” at the university;

- develops and submits to the rector for approval draft internal documents aimed at the implementation of anti-corruption measures at the university;

- Develops proposals to eliminate corruption in the internal documents of the university;

- assesses the risks of corruption at the university and develops action plans to reduce them;

- Considers complaints and anonymous reports on corruption threats and violations in the behavior of faculty, management, technical, service and teaching staff of the University and takes appropriate action;

- maintains a register of official inspections of corruption at the university;

- Participates in public procurement, analysis of conflicts of interest and verification of the reliability of counterparties;

- monitors conflicts of interest among university staff and makes appropriate proposals;

- Regularly organizes preventive interviews with professors, management, technical, service and teaching assistants of the university;

- Conducts surveys among professors, management, technical, service, teaching and support staff, students (masters, doctoral students, independent researchers) and the public in order to identify corruption in the activities of the university;

- Regularly evaluates the results and impact of anti-corruption measures on the basis of surveys, social and other research, and uses the results of the assessment in determining the next steps;

- organizes conferences, meetings, seminars, competitions aimed at combating corruption among teachers and students;

- evaluates the effectiveness of measures taken at the university in the fight against corruption;

- studies the conditions and causes of corruption offenses at the university, as well as develops proposals for their elimination; ensures the regular updating of information in the section “Fight against corruption” on the official website of the university;

- report quarterly and as necessary to the Rector and the Department of Anti-Corruption and “Compliance control” on the work done to fighting anti corruption and the corruption situation at the university;

- Establishes effective cooperation in the field of anti-corruption with the Compliance Control and Anti-Corruption Department of the University and other government agencies and organizations engaged in anti-corruption activities, parents.
