DEPARTMENT OF EDUCATION QUALITY CONTROL

The Department of "Quality Control of Education" in the structure of the university was created in 2018 in accordance with paragraph 14 No. 515 of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated July 18, 2017 "On the organization of the activities of the State Inspectorate for Supervision of the Quality of Education under the Cabinet of Ministers of the Republic of Uzbekistan." The Department of Quality Control of Education consists of 3 employees (head of the department and 2 chief specialists) within the established staffing level.

The purpose of the department is to study, analyze the compliance of university students' knowledge with state educational standards, monitor the quality of personnel training, organize the internal evaluation of the university and identify the results of the internal evaluation, factors that negatively affect the quality of education, as well as take measures to eliminate and prevent them.

Main Responsibilities of the Education Quality Control Department:

1. Analyzing and conducting expert evaluations of the compliance of educational fields and specialties with state educational standards (SES), qualification requirements, curricula, and subject programs;
2. Studying the quality of the educational process at the Uzbek State University of Physical Education and Sports, including the availability of textbooks and educational-methodical materials;
3. Monitoring and analyzing the compliance of students' knowledge with SES at the Uzbek State University of Physical Education and Sports;
4. Ensuring the implementation of normative-legal documents aimed at improving the quality of education;
5. Conducting monitoring of the quality of personnel training;
6. Organizing the internal certification of the Uzbek State University of Physical Education and Sports, identifying factors negatively affecting the quality of education based on the results, and submitting information to the university rector and the State Inspection;
7. Establishing control over the timely elimination of deficiencies and shortcomings identified in the certification process and the study of education quality at the Uzbek State University of Physical Education and Sports;
8. Monitoring the status of indicators determining the quality of education and providing recommendations to relevant structural divisions on identified issues and shortcomings;
9. Analyzing the effectiveness of modern methods and approaches used in the process of improving the qualifications of faculty members to enhance education quality;
10. Conducting internal monitoring to assess the professional competence of teaching staff in the structural divisions of the Uzbek State University of Physical Education and Sports (faculties, departments, divisions, centers), as well as the quality of postgraduate education, retraining, and professional development programs, preparing analytical reports, and making recommendations to the university administration to address identified issues and deficiencies;
11. Analyzing whether the basic education of faculty members corresponds to the subjects they teach or whether they have undergone the necessary retraining or hold relevant academic titles and degrees, and reporting the findings to the university rector;
12. Monitoring the implementation of the university’s educational, research, and scientific-methodological plans;
13. Analyzing the condition of the material and technical base of the educational process, making suggestions for its development and improvement;
14. Controlling the organization and effectiveness of student internships, taking into account educational fields and specialties;
15. Participating in the collection of data for determining and evaluating the rankings of higher education institutions, as well as in the certification and quality assessment processes as instructed by the State Inspection;
16. Evaluating the objectivity, transparency, and quality level of rating scores based on an analysis of the student assessment process;
17. Conducting regular social surveys among students, parents, faculty members, and employers to study the social environment, personnel training, and education quality at the university;
18. Enhancing the professional skills of the staff of the Education Quality Control Department by studying the experience of leading educational and scientific centers in developed foreign countries through the "Iste’dod" Foundation of the President of the Republic of Uzbekistan, international projects, and the university’s budget, and implementing acquired knowledge in the educational process;
19. Collaborating with the university administration to develop and actively participate in the implementation of measures aimed at raising the international ranking of the Uzbek State University of Physical Education and Sports;
20. Organizing training seminars and workshops aimed at improving the quality of education in cooperation with relevant structural divisions of the university;
21. Establishing a database of public experts at the university and regularly conducting seminars within the assigned tasks;
22. Monitoring the integration between the educational process and industry, as well as the practical implementation of innovative ideas, developments, and technologies;
23. Presenting information on the results of studies and monitoring conducted by the Education Quality Control Department at the University Council, roundtables, and conferences, and reporting on measures taken to improve the quality of education.

The Department of "Quality Control of Education" was headed by Anvar Khusanovich Khaetov in 2018-2019, candidate of pedagogical sciences, professor Aripov Yunus Yusufovich in 2019-2022, candidate of philosophical sciences, professor Nazarov Nurali Normirzaevich in 2022-2023.
